Overview
Contingency Planning and Emergency Management officers assigned under Response Officer Ashore perform emergency management duties throughout the preparedness cycle, including planning, organizing and equipping, training, exercising, and evaluating. They work with Area Contingency Plans, Area Maritime Security Plans, Continuity of Operation Plans, 9700 and 9800 series Concept Plans, Incident Command System planning, and interagency planning processes, and they test contingency plans through exercises, after-action reporting, and improvement planning.

What the Work Involves
- Consult with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergency.
- Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
- Maintain and update all resource materials associated with emergency preparedness plans.
- Analyze training needs to develop new training programs or modify and improve existing programs.
- Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement.
